Yes. Since 1 July 2019, SB 969 has required a battery backup on every residential garage door opener sold or installed in California, carrying a $1,000 civil penalty, and a replacement door may not be connected to a non-compliant opener. The law followed the 2017 Northern California wildfires, where people could not open powered doors during evacuations after the power was cut. It is a legal requirement rather than an upgrade tier, so treat any quote pricing it as an optional extra with caution.
